Welcome to the Stormwater Utility Department

The Raritan Township Stormwater Utility was created on Jul. 1, 2025 upon the adoption of Ordinance No. 25-22 following the unanimous consent of the Raritan Township Committee. This department is responsible for the implementation and oversight of all the functions associated with the Utility. These functions include:

  • Establishing an annual budget;
  • Issuing annual utility bills to property owners;
  • Issuing credits to property owners for installing stormwater mitigation; and
  • Performing the work required to improve and maintain the Township’s stormwater management system, including:
    • Inlet replacement and repairs;
    • Detention basin inspections and maintenance;
    • Leaf collection; and
    • Street sweeping.

While the Stormwater Utility has its own budget and separate source of funding, the staff of the Stormwater Utility Department consists of Township employees who also work in other departments:

  • The Stormwater Utility Supervisor is also the Township’s Supervisor of Engineering and Information Technology;
  • The Tax Collector’s office is responsible for issuing Stormwater Utility bills and for processing payments; and
  • The Department of Public Works performs the field work associated with the stormwater management system.

Your Stormwater Utility Bill

Bills are sent annually. In 2025, property owners will receive a partial bill which will be sent in the fall. Starting in 2026, bills will be mailed the first quarter of every year.

Stormwater FAQs

A stormwater utility is a public utility that assesses fees and uses the revenue from these fees for stormwater management. A Stormwater Utility User Fee system is a means of distributing the costs of operating the community’s stormwater system amongst its various users in a fair and equitable manner. All properties will be assessed a fee regardless of tax status. There are no exempt properties. The dedicated funding source will be for stormwater management. The utility will provide stable revenue allowing for long-term planning and financing.
